Scott R. Valby

Scott R. Valby has practiced law since 1982. In 1977 Mr. Valby received a Bachelor of Arts degree from Vanderbilt University; and in 1981 he received a Doctor of Jurisprudence degree from the Vanderbilt University School of Law.

While in law school, Mr. Valby was Articles Editor of the Vanderbilt Journal of Transnational Law; and in 1980 he received the Student Writing Award for his Case Comment published in Volume 13 of the Vanderbilt Journal of Transnational Law. Mr. Valby is a co-author of the Legal Handbook for the Entrepreneur and the Businessperson.

Mr. Valby is a member of the State Bar of Texas and the College of the State Bar of Texas, as well as a Charter Scholar and an Honored Endowment Fund Scholar of the College of the State Bar of Texas. Mr. Valby served on the Board of Directors of the Houston Mortgage Bankers Association from 1998-2013. He was named the Association’s Treasurer in 2008, Secretary in 2009, Vice President in 2010, and President in 2011.

Additionally, Mr. Valby served as a Director of the Texas Mortgage Bankers Association from 2002-2011, as Associate Representative on the Executive Committee of the Texas Mortgage Bankers Association for 2003-2004, as the Associate Editor of the Texas Mortgage Lending Law & Practices Deskbook, and as Chairman of the Regulatory Compliance Committee.

Mr. Valby practices in the areas of residential and commercial real estate, corporate, and banking law; and he has been Board Certified in Residential Real Estate Law by the Texas Board of Legal Specialization since 1990.

Karen H. Miller

Karen H. Miller has practiced law since 1986. In the early years of her legal career, she served as a title attorney for a major North Carolina title insurance company. In 1980 Ms. Miller received a Bachelor of Science degree, cum laude, from Loyola University of Chicago; and in 1986 she received a Doctor of Jurisprudence degree from the University of Illinois College of Law.

Ms. Miller is a member of the State Bar of Texas and the North Carolina State Bar. Ms. Miller practices in the areas of residential and commercial real estate, corporate, banking, and construction law.

Thomas G. Overbeck

Thomas G. Overbeck has practiced law since 1983. In 1980 Mr. Overbeck received a Bachelor of Arts degree from Baylor University; and in 1983 he received a Doctor of Jurisprudence degree from Baylor University School of Law.

Mr. Overbeck is a member of the State Bar of Texas; and he has been admitted to practice before the courts of the State of Texas, all United States District Courts in the State of Texas, and the United States Court of Appeals for the Fifth Circuit.

Mr. Overbeck manages the Firm’s litigation group; and he practices in the areas of residential and commercial real estate, corporate, banking, and construction law and in civil litigation. Mr. Overbeck has served as Chairman of the Regulatory Compliance Committee of the Texas Mortgage Bankers Association, and he is a frequent speaker at bar association and mortgage industry functions.

Jing Xiong "Brad" Luo

Jing Xiong (Brad) Luo has practiced law since 2009, including a year of practice in Beijing, China. In 2000 Mr. Luo received a Bachelor of Arts degree in English from Wuhan University in Wuhan, China; and in 2003 he received a Master of Arts degree in Second Language Education from the University of Houston. In 2009 Mr. Luo received a Doctor of Jurisprudence degree, cum laude, from Southern Methodist University’s Dedman School of Law.

Mr. Luo is a member of the State Bar of Texas and the New York State Bar. Mr. Luo is licensed to practice before the courts of the State of Texas and the State of New York and in the United States District Court for the Eastern District of Texas. Mr. Luo practices in the areas of residential and commercial real estate, corporate, banking, and construction law and in civil litigation. Mr. Luo served on the Board of Directors of the Houston Mortgage Bankers Association from 2016-2020, and he is a frequent speaker at bar association and mortgage industry functions.

Our History



Gregg & Valby, LLP traces its roots back to 1977, when Gregory L. Gregg, one of our founders, formed the law firm of Gregory L. Gregg & Associates, PC. Our other founder, Scott R. Valby, joined with Mr. Gregg to create the Firm in 1993.

For more than forty years, the Firm has created hundreds of jobs, served numerous clients across the country, and been blessed to employ numerous loyal and dedicated individuals. The Firm has always endeavored to prioritize the interests of the clients first, the team members second, and the law firm third. The partners agree that such a philosophy is the recipe for business success.
